How can Fresno step up to the plate with regard to water conservation?
You probably read the article below about the OC installing water saving urinals - what can Fresno County/City do that it isn't currently doing?
-Rebates for replacing our lawns with drought tolerant gardens?
-More public education?
-Water "police"?
-Expanded rebate programs for residential and commercial conservation upgrades?
